Make a link to your twitter your signature on your email and forums sites
Post it on your facebook/myspace type sites
send an email or broadcast of it to all your network (but just once or you will piss ppl off)

You don’t want to follow crummy people and you don’t want crummy people to follow you. The best way to find GOOD people to follow and to have good people follow you is to do this:
#1 Search on Twitter for topics that you are interested in or that you have fun discussing
#2 Read a few Tweets from people who DON’T have a “generic” bird avatar
#3 Follow 15-20 of the people that person is Following
#4 Follow 15-20 of the people that person Follows
#5 Do this for 2-3 topics that you enjoy
In a couple of days, you will have a couple of hundred followers from people who are NOT spammers and sending Tweets on topics that you will enjoy reading and discussing (if) you follow the above steps.
You need to write interesting tweets and – your profile must SERVE a purpose. The way twitter works best is to have a profile for each of your interest, like one for “cats” and one for “chocolate cakes” – because people only follow whom they find INTERESTING, and that has to do with TOPICS, not with your personality to start with.
If you are a celebrity of course you can tweet about anything and you already will have fans following you.
If you want to become “popular” in that sense, you need to come up with something UNIQUE, so you can say for example – “I am the only person on twitter who is talking about chewing gums that good for the environment” (LOL. what an example.)

to make people follow you. You cant MAKE them. They will follow if you are
INTERESTING based on THEIR interest, not on your terms
Make sure you complete your profile. Use keywords that your specific followers will recognize in your bio. The next step is to start tweeting. People will start to follow you automatically if they like what you are tweeting about. If you have a blog create a tweet for all your unique content but don’t tweet it all at once. Mix it up with some other resources, maybe some quotes and or tips.
Find people who talk about topics you’re interested in and follow them. Most will follow you back.
Also, post regularly (at least once a day or so) with interesting tweets and you will get people following you.
